Corporate tax reforms in Switzerland: The struggle of ZV Öffentliches Personals Schweiz against looming tax revenue losses 2019-01-18 12:00 Switzerland is facing tremendous international political pressure regarding the taxation of international proceeds. Under the current corporate taxation system, businesses whose headquarters are located in Switzerland but whose revenue largely originates abroad are subject to very low tax rates on their foreign profits in Switzerland. According to OECD regulations, this is a harmful tax practice and can no longer be accepted. If Switzerland continues to uphold this practice, the country risks being blacklisted and becoming the object of international trade restrictions as a consequence. The proposed policy response of the federal government is a shift of taxation from business towards citizens combined with less resources for public services. Romanian Presidency of the Council: Which priorities for a Social Europe? 2019-01-18 12:00 Romania officially took over the EU Council Presidency on January 1 2019. The rotating presidency of the Council at intervals of six months has been an institutional practice since 1958. The responsible member state has to steer the European leadership through important milestones and troubled waters, currently including issues such as Brexit, the negotiation on the EU’s 2021-2027 Multiannual Financial Framework (MFF), the European elections in May and last but not least the adoption of the European Council’s Strategic Agenda 2019-2024 at its upcoming meeting in June 2019. The Romanian Presidency aims on four key priorities: a Europe of convergence, a safer Europe, a Europe as a stronger global actor, and a Europe of common values. CESI calls for an adequate consideration of employment and social affairs. |

Roadmap response to the European Commission in favour of qualified majority voting in EU social policy 2019-01-14 12:00 The European Commission work programme for 2019 includes an initiative to explore possibilities to switch from unanimous-based voting to qualified majority voting (QMV) in EU social policy making by the Member States in the Council. The procedural mechanism which the European Commission envisages for this switch relates to a so-called Passerelle Clause which the EU Treaties specify and according to which the Member States may, upon a proposal by the European Commission, decide by unanimity to transition future decision making in the Council in specified fields – such as parts of social policy – from unanimity to qualified majority voting and from a special legislative procedure to the ordinary legislative (co-decision) procedure. Following an ad-hoc social partner consultation by the European Commission in December, CESI reiterates in a response to a new dedicated roadmap by the European Commission its case for a more integrated EU social policy making. |
