On May 23 CESI’s members’ trade council ‘Health services’ convened in Brussels for its annual meeting to discuss future priorities of healthcare provision in the Member States of the EU. A major concern shared by CESI health care trade union members from Spain, Germany, France and the Netherlands as well as EU accession candidate countries such as Bosnia & Herzegovina and Montenegro concerned shortages of medical staff.

On May 14 the EU Court of Justice delivered another fundamentally important
judgment
on working time. On an action brought in by the Spanish trade union Comisiones Obreras (CCOO), the Court stated that “Member States must require employers to set up a system enabling the duration of daily working time to be measured”.

On May 13, the leaderships of CESI and its train driver affiliates from the Autonomous Train Drivers’ Unions of Europe (ALE) and air traffic controller members from the Air Traffic Controllers European Unions Coordination (ATCEUC) met in Brussels with delegations from the EU Railways Agency (ERA) and the Directorate-General for Mobility and Transport (DG MOVE) of the European Commission. The objective was to address the identified urgency of the ALE to advance discussions with EU decision makers on Just Culture for train drivers, based on positive experiences already made in the field of air traffic management.

On April 24, a CESI/CGFP delegation led by CESI and CGFP President Romain Wolff met with Jean Asselborn, Luxemburg’s Minister for Foreign and European Affairs, to discuss current challenges of the EU and the upcoming European elections. Asselborn, already a prominent politician for many years, became even more famous last year following his clash with Italy’s Interior Minister Matteo Salvini during a Justice and Home Affairs Council meeting on EU joint migration management (“Merde alors!”). Not least against this background, the CESI/CGFP delegation expressed concerns about the apparent decrease of willingness from a growing number of national governments to come to agreements and compromises at EU level.

On Wednesday, March 18, a delegation of CESI and CESI’s member SATSE, the Spanish trade union of nursing professionals, met with MEP Javi Lopéz (S&D), member of the European Parliament Committee on Employment and Social Affairs, and MEP Francesc Gambús (EPP), member of the Committee on Environment, Public Health and Food Safety, to bring visibility to a national run by SATSE on new investments to improve nurse staffing ratios.

As part of the 2018-2019 European ‘Healthy Workplaces Campaign’ -which is managed by the European Agency for Safety and Health at Work (EU-OSHA) and to which CESI is an official partner- a CESI delegation with representatives from two Spanish member trade unions active in the health sector, SATSE and CSIF, met with EU-OSHA Director General Christa Sedlatschek and the agency’s Scientific Board to discuss health and safety concerns of nurses working with dangerous substances and in radiation exposure.

On March 7 CESI’s members’ Commissions on Employment and Social Affairs and on Women’s Rights and Gender Equality convened for their first meeting of the year in Brussels. At the centre of the meeting were debates around the European Commission’s current consultation on equal pay for equal work and on how to boost CESI’s involvement and engagement in the European Semester process.
